Foreign nationals from foreign countries are accepted into the university on the basis of bilateral or tripartite agreements regarding specially provided vacancies (a tripartite agreement is signed if a foreigner comes to receive education on behalf of an intermediary company that has the license and the Ministry of Education for this type of activity).

Foreign nationals from the CIS countries are admitted to the university through interview results on the basis of bilateral or tripartite agreements on specially offered vacancies. The interview includes the curriculum for general majors taught in a public secondary school in Ukraine. Foreigners who do not speak the language of instruction at the university well are registered in the Foreign Citizens Training Department to enroll in the university or to language courses according to their agreement and on the basis of a signed contract. In the training department, foreigners not only learn the language, but also learn materials according to the teaching plan (on the basis of the curriculum of a public high school in Ukraine). Foreigners who do not start their studies within 10 days from the day they started without serious reasons are excluded from the university. Other university entrance-related questions that are not addressed above are settled by the entrance examination committee according to “Admission Procedures for the First Year of Studies at V. Dahl East-Ukrainian National University”.
